Changes in scope and consultants' contracts need to be anticipated in future TA, with sufficient contingencies provided. Despite the difficult circumstances created by the COVID-19 pandemic, several workshops were conducted to present the interim and final deliverables. While these helped to foster stakeholder and ADB agreements, adherence to the originally agreed upon TA scope of the TA was challenging, as the executing agency refocused and added additional tasks to the TA.

Cofinancing from the Financial Sector Development Partnership Special Fund (FSDPSF) for this project allowed a more comprehensive set of deliverables and activities under outputs 1, 3, and 4. It provided flexibility in the use of resources, as FSDPSF beneficiaries are not differentiated according to country categories.

Despite the adverse work circumstances created by the COVID-19 pandemic, the performance of the consulting firm and its experts was satisfactory. The project team als administered the TA satisfactorily. Nonetheless more frequent, person-to-person interaction is advised in future similar TA.

It will be essential to find a balance in future TA projects between continuing support for the whole region and having activities and outputs focus on a subset of countries to allow for more granularity in analyses and deeper engagements. This was the first TA for the Central Asia Regional Economic Cooperation (CAREC) in the field of disaster risk financing (DRF), and as such, was designed to cover all 11 CAREC countries.

The appointment of TA country focals is critical for sustained coordination and to ensure that TA activities remain relevant and responsive to each of the countries' priorities and needs. But in this case, the nature of TA activities required the involvement of other government agencies in each country, such as the ministries of emergency situations, and in particular, the ministries of finance and the ministries of health. Increased engagement with RMs and national experts will be useful to ensure intersectoral coordination in subsequent TAs in this field.

Frequent requests for scope changes pose a challenge to smooth and timely TA implementation. The government had been consulted in the design of the TA; however, it made frequent requests to expand or modify the TA scope that, although agreed upon by ADB created a challenge to the smooth implementation and timely delivery of outputs. This contributed to a significant delay in TA completion, from March 2022 to December 2023.

Counterpart funding arrangemnets need to be ascertained if doable in the local context. The project required the government and local communities to contribute 10% to the cost of construction of infrastructure improvements to build community ownership of the project facilities. However, the capacity of the local government and communities to contribute was limited to 4.7% and 1.8%, respectively. Delayed allocation and availability of counterpart funds for resettlement compensation caused delays during implementation.
