Strong alignment with government strategies and priorities leads to strong government ownership and participation in program implementation. The reforms adopted under this program were essential to improve fiscal credibility and strengthen the capital market in Armenia. They were fully aligned with the strategies of the government and ADB. Because of this strong strategic alignment, government ownership of the program remained strong and all implementing agencies actively coordinated with ADB to achieve the reform agenda.

Climate change can negatively impact the performance of solar power plants and this needs to be considered in planning and implementing similar projects. In the past 3 years, due to climate change, the project encountered more cloudy and rainy days than estimated at project appraisal. This has caused less solar direct irradiation, negatively impacting electricity generation. This experience may be useful in planning and implementing future solar projects.

This was demonstrated by the country’s railway development plan and its financial allocations. The project’s implementation arrangement was well laid out and all relevant entities fulfilled their responsibilities throughout the project. A project management office (PMO) was set up while the project was still being conceptualized, engaging staff with a high degree of competence and professional knowledge. The PMO director stayed with the project from beginning to end, ensuring strong and efficient support and coordination.

Advance action and procurement readiness are key to the timely startup and implementation of projects. No major issues or problems were identified in procurement planning, processing, and contract management. Good procurement readiness was achieved, with advance procurement realized for one international competitive bidding civil works contract and one consulting firm contract. Actual contract awards in 2013–2015 were about 62% of the total loan amount, which was above the projected 25%.
