In future, project design consultant’s scope of work should include assessment of background and technical information for underground existing utilities. The project had initial design delays and design modifications during implementation mainly due to unavailability of existing utilities’ underground information such as by plan profile and as-built drawing. Final DSC designs were not always comprehensive. This required variations for most contracts, resulting in both start-up delays and contract modifications.

In finalizing this validation report, the NRM rephrased the lesson and provided additional information: Adequate consideration of Nepal’s political landscape in delivering or scaling up effective agricultural services and approaches in the future is critical. Nepal’s shift to federalism has devolved much of the agriculture sector work to subnational governments. The newly established provincial and local governments require extensive capacity building to deliver agriculture research and extension services.

Establishing a system for project performance and benefit monitoring, and ensuring its operation after post-project completion helps facilitate the systematic tracking of project results. Weak monitoring and reporting of implementation issues and the insufficient collection and analyses of project benefits and socioeconomic data would hamper project evaluation and lead to noncompliance with loan covenants. The project planned for a PPMS, and DMF indicators were to be collected at baseline and monitored annually. But in this project, the PPMS submitted only one annual report.

This validation also offers these lessons: 2. IIn DMF design, it is also best practice if indicator targets are made specific and defined based on the full extent of results expected under an output, rather than a partial result. For this TA, the indicator 1c was defined as "at least 3 market centers for upgrading identified," and the TA did identify 3 market centers for upgrading. However, the TCR considers the output as only partly achieved, because the TA did not provide a summary of the detailed upgrading needs of the markets, which was foreseen in the TA activities.
