A monitoring and evaluation framework for regional and long-term impacts need to be established and applied to all regional projects related to corridor development. The project, a GMS highway expansion project, had regional impacts through international corridor development. Meanwhile, the project also had development impacts on local people through enhanced access to social and economic opportunities.

The lack of available data across government departments can be challenging especially during times of crisis. The government encountered difficulties in collecting sex-disaggregated data in some instances; making it difficult to understand how women and girls were affected by the COVID-19 pandemic. Disaggregation by employment and disability status was challenging as well. The sex-segregated data on testing capacity and incentive for health workers included in the completion report were proxies based on total beneficiaries and the male and female ratio among the healthcare work force.

Indicators and targets relying on surveys that may not be available at the time of measurement could benefit from the identification of alternative measures during program design. One of the outcome Indicators in the CARES design and monitoring framework is measured by the WHO only every 5 years and information about its most recent assessment is due for release in mid to late 2022; after the end of the CARES program. Uncertainties and disruptions created by emergencies need to be considered when designing Indicators to ensure that targets are achievable and realistic.

This validation agrees that cooperation and coordination, especially with other ADB departments, is important. This was a missed opportunity for this TA project. It is, however, not clear though why a visit to the People's Republic of China is required or recommended for the next ACMF TA.

Another lesson relating to the TA is the selection of appropriate design and monitoring framework indicators that pertain to the effective utilization of knowledge products. Since the main outputs of regional capacity development TAs are knowledge products, monitoring the extent of utilization or uptake of the knowledge products produced within and/or outside ADB would benefit from user surveys or interviews. These surveys and interviews can help provide insights into how the knowledge products have benefited their users.

Flexible umbrella TA projects allow for the projects to be opportunistic and take on new initiatives, but there could be implementation challenges and time delays. This also means that not all results may be known at TA project completion. For instance, the subproject on future cities was included through additional TASF resources, but this also required extension and the procurement of additional consultancy services. Although work progressed in the three pilot cities, it is not clear whether this was taken up by the respective governments by the end of the TA project.

In addition, conducting a midterm review provides opportunities for TA projects, particularly, cluster TA projects to improve its design, implementation, and monitoring of progress. This was a missed opportunity during the implementation of this cluster RETA. Data and findings from these reviews could have been maximized by ADB. Review findings could have not only fed into the design of subproject 2 but also to the overall design of the cluster RETA. This can result in better monitoring, particularly providing quantitative evidence on the achievements of the cluster RETA.
