Agreed. It is the validation’s view that the delay in government approval due to government processes should have been duly considered with a proper assessment of current capacity. Such an assessment is important in reviewing project risks and incorporating risk mitigating strategies. In this case, the timeframe for the project appears to have been underestimated. Political unrest was not identified as a risk upfront but accounted for significant interruptions to the project implementation.

Lesson
The original TA implementation period was 32 months from May 2012 to December 2014. It was, however, estimated that consulting services would be required for the same duration. Considering the possible delay in government approval of TA effectiveness, as well as other unexpected delays during implementation, the implementation period should have been designed longer. In fact, political unrest in the country forced the consultant to demobilize key personnel from the site for a certain period.
