A flexible approach to respond to evolving priorities is important in maintaining the relevance of a policy-based loan (PBL) program. At the beginning of this program, further development in the oil and gas sector was a priority. However, during the 8-year program period, the government’s priority shifted to energy transition. Some of the policy actions in subprogram 3 were revised accordingly, in consultation with cofinancing partners, to reflect this development.

A well-thought-out project communications plan, backed by local capacity building, is needed for the successful implementation of projects in FSM. Information is often not widely shared in the FSM, and securing support for reforms can be particularly complex in this context. The Chuuk Public Utilities Corporation was able to effectively carry out its communications and outreach activities and secure support for reforms with the help of a well-defined operation, maintenance, and management contract. Project delays affected the momentum of activities in the other three states.

The political economy of the country as well as of the local areas where projects are to be sited needs to be thoroughly understood and considered in the design of projects. The project assumptions that institutional and financial reforms would be adopted within a reasonable time frame and that demand for the improved water supply services could be established in Kosrae state proved false. Project preparation could have supported a more thorough understanding of the political economy, and the scope based on a stronger rationale and expressed demand.

Compliance with financial covenants on institutional reforms and asset valuation and reconciliation, need a high level of commitment, capacity, and resources from the executing agency. Further, substantial changes in state-owned enterprises take time to get implemented in full. Despite efforts made by executing agency, the Assam Power Generation Corporation Limited (APGCL), lack of capacity and resources resulted in some of loan covenants to be achieved only partially.

Properly defining technical parameters ensures successful project implementation. The required equipment for end terminals, estimated to cost $0.5 million, was omitted from the pertinent package; thus the $29.1 million investment was idle. The target annual power generation of 60 gigawatt-hours was an overestimate as it required securing agreements for purchasing 40% of the output of the private sector’s biomass power projects and an optimistic utilization factor of 70% of the run-of-river HPPs.

Political support, and ultimately political accountability, is an essential component of institutional reform. An early back-to-office report (September 2014) stated that the government appreciated the importance of promoting a better business environment in the context of the private sector’s contribution to growth in gross domestic product. The government set up a Consultative Council on Reduction of Business Inspecting Agencies, chaired by the First Deputy Prime Minister to monitor implementation progress. All policy actions were completed.

Multidimensional programs need to have a balance on types of indicators but should take care to ensure that progress in threshold indicators can be properly recognized in the design and monitoring framework (DMF). Only 9 of the 12 unique output indicators between subprograms 1 and 2 had been achieved or almost achieved. Of these 9 achieved output indicators, 7 were binary , i.e., they only take the value of achieved or not achieved. The output indicators not achieved had specific numerical targets that had not been met.

Publication of air quality should be institutionalized to provide a feedback loop to policy makers and to empower the public to assess overall progress. ADB’s participation in the longer-term framework for air pollution abatement will reinforce the feedback and will be an instrument to provide additional assistance that will ensure the continued air pollution reduction in Ulaanbaatar and other urban areas in Mongolia.
