For the gender action plan, indicators need to be designed to require reporting of baseline and latest data disaggregated by sex for evidence that the practice exists. In this project, indicators such as “MOH public information on drug safety including rapid alert system improved by 2014 (data on persons affected by unsafe drugs are sex-disaggregated)” and “minutes of community meetings and attendance lists were disaggregated by sex” were reported without evidence of sex-disaggregated data.

The development partner assistance was ambitious. Its timeliness and the volume of ADB's Comprehensive Response to the COVID-19 Pandemic (CPRO) financial assistance were well-received by the government. However, this led to a rushed design and inadequate attention to monitoring of implementation, particularly regarding existing capacities to collect gender-disaggregated data in the absence of any existing digital social security systems.

The lack of available data across government departments can be challenging especially during times of crisis. The government encountered difficulties in collecting sex-disaggregated data in some instances; making it difficult to understand how women and girls were affected by the COVID-19 pandemic. Disaggregation by employment and disability status was challenging as well. The sex-segregated data on testing capacity and incentive for health workers included in the completion report were proxies based on total beneficiaries and the male and female ratio among the healthcare work force.

The urgency of the lending produced outcomes that, while unavoidable, are nevertheless instructive. For example, target setting was difficult because the contours of the pandemic were fluid. Liaising with the government was also challenging. The timeline for initial response was tight, and ADB worked with a small number of government teams in the interest of speed. This concentrated approach to planning was complicated by the pandemic affecting government officials’ health and well-being personally.

Gender considerations need to be fully integrated in the design of projects and be reflected in the design and monitoring framework (DMF) to ensure that these are effectively addressed during project implementation. The executing and implementing agencies had limited commitment and involvement in the implementation of the Gender action plan (GAP), reflecting the view that the Gender dimension is separate from the main project activities.

Data disaggregated by sex and age of end-recipients are often not available at the time of project preparation and this was the case with this program. Even after effectiveness and during implementation, only limited new data were prepared by the government. Systems were lacking to collect such data.

The collection of sex-disaggregated data remains to be a challenge in Georgia and this needs greater attention in ensuing programs in the country. The collection of sex-disaggregated data to support CPRO design and implementation was challenging, hindered in some cases by the emergency situation, and in other instances, by the limitations in government databases. This highlights the need for ensuing programs to carefully evaluate and identify the appropriate gender indicators in ensuing programs.
