An innovative approach is needed to encourage the government in implementing critical reforms, but the approach needs to be culturally sensitive. The program shows that a reform associated with a wage bill is difficult to implement. Layoffs or significant cuts in overtime payment have social ramifications and need to be dealt with sensitively, especially when there are limited alternative employment opportunities.

It is not a sufficient lesson to say that the participation was “good.” The TA team rightly reflected on the lesson of how the program would have benefited if there were targeted intervention for the private sector. Perhaps it was not sufficient enough to offer a 1-day open session for the contractors and consultants.

The same applies to the no submission of the policy brief, no conduct of the international study tour, and the final dissemination event. It should be clarified whether these changes were decided in consultation with executing agency, implementing agency, and other stakeholders.
