Staffing and consultant resources for country engagement as well as technical assistance (TA) appear still limited relative to the number of countries and the program scope. ADB’s role in coordinating and systematically addressing DRM has been strengthened through the program. The attached TA has been playing a growing role in boosting ADB capacity (including for knowledge building and sharing), and the overlap and continuity of the new TA attached to the program’s fourth phase approved in 2023 is positive.

Development partners should both support and take advantage of opportunities that arise when governments are committed to reform, which should also be recognized in their country programming. the government that came to office in 2018 was strongly reform-minded. Even though Armenia suffered two exogenous shocks in the form of the coronavirus disease (COVID-19) and conflict with a neighboring country, reform commitment did not waver. This contributed strongly to the ultimate outcome of this program.

Skills within SDCD have been developed but continue to rely on TA consultant support for implementation. The TCR, thus, recommended for a way forward.

Agree on the need to continuously implement capacity building activities, given the rapidly changing development landscape and new emerging challenges, and to customize it to local languages for better understanding. The design of the next capacity building workshops should be informed by the feedback received from the participants from the post-training evaluation surveys conducted. It would be useful if SDCC could indicate these feedback and suggestions for future CDTA projects.

As weak capacity in revenue administrations still remain due to emerging challenges including significant and rapid changes in the business circumstances (i.e., expansion of cross-border supply chain and digitalized platform), scaling up capacity building initiatives to address these challenges will be required. The subprojects implemented by ADB regional departments should be well designed at the initial stage to improve the likelihood of success.
