Agreed. Furthermore, the UNESCAP previously piloted a TTFMM in South Asia. The approach was replicated under this TA project for Output c. The application of well-executed methodologies used in other comparable regions is a positive example of knowledge sharing and replication. It is also important to adopt the approach piloted in other region by fully customizing the approaches that are applicable to the region of the interest, which for this TA project was the Pacific region.

It is implied in the TCR that skills gained from preparing the studies for this project were useful to counterparts, especially in preparing bidding documents for another ADB project. A lesson learned here is that practical skills development of counterparts built into TA supporting the preparation of one investment operation can have spillover benefits for staff preparing other projects in the future.

The TCR stated that the deteriorating global economic situation and conservative fiscal situation, along with a change of Kazpost management, led to the non-take-up of follow-up ADB finance. The TCR also implied that there could have been a follow up loan had there been closer cooperation between PSOD and the TA team. Under these constraining circumstances, closer cooperation between PSOD and the TA team increases the chances of leading to the follow-up ADB loan.

The institutional structures of both RTAD and DOH are still weak in addressing identified road safety and maintenance issues. It is recommended that RTAD should establish a road safety section to strengthen its leadership, and DOH should establish RAMS unit to act as [an] engine room to enhance the planning process. To attract interest of private contractors to participate in maintenance works, together with providing capacity building trainings for the contractors, MOC should advocate [for a] strategy of road maintenance based on appropriate investment plan.

Kazpost was just one example of many unsuccessful ADB attempts in non-sovereign lending to Kazakhstan state owned enterprises from 2005–2010. The TA team (Central and West Asia Department/ Kazakhstan Resident Mission) and PSOD should have worked more closely in preparing the ensuing loan. Subsequently, enhanced collaboration of PSOD and Central and West Asia Department [was] further established, which resulted in the first loan to a state-owned enterprise, Samruk Energo, in 2017.

The use of small-scale TA was effective in timely determining the project scope, financing gaps, and institutional set-up prior to preparation of a full-scale feasibility study. Similar approach can be adopted under TRTA facilities for multiple pipeline projects before starting full-scale studies.
