Changes in scope and consultants' contracts need to be anticipated in future TA, with sufficient contingencies provided. Despite the difficult circumstances created by the COVID-19 pandemic, several workshops were conducted to present the interim and final deliverables. While these helped to foster stakeholder and ADB agreements, adherence to the originally agreed upon TA scope of the TA was challenging, as the executing agency refocused and added additional tasks to the TA.

Timely provision of counterpart funding to support relevant project activities, as required under the loan agreement, was not experienced in this project, necessitating changes in financing arrangements. Although ADB accommodated the changes, the lack of timely counterpart funding disrupted implementation and contributed to delays, cancellations, and loss of project benefits. Counterpart funding issues have a high potential to negatively impacts other similar projects in PNG.

Despite modifications to the project, the final cost aligned closely with the estimates at appraisal as a result of coordinated efforts. A well managed tender process secured favorable offers, while proactive project management throughout the procurement and construction phases ensured cost efficiency and quality.

In turbulent times, projects must formulate comprehensive contingency plans for major emergencies such as (i) strengthening risk management with flexible plans to address unpredictability, (ii) developing adaptable resource plans, (iii) enhancing supply chain transparency to mitigate delays, (iv) improving remote team collaboration, and (v) leveraging digital technology to monitor projects during emergencies. This project was affected by the pandemic and required a loan extension until 30 June 2022, necessitating a corresponding extension of the implementation period.

The development of a firm sector investment plan supports successful project implementation. The sector plan, covering the short-, medium- and long-term horizons, helps avoid overlaps of projects that may result in scope changes which could adversely affect the project implementation timeline, funding and cost, and loan utilization. Such an investment plan commits the government to a definite set of projects in the sector that allows for a stable implementation of social and environmental safeguards.
