The program design benefited from interaction with ADB staff preparing similar Comprehensive Response to the COVID-19 Pandemic (CPRO) programs in other Pacific countries. ADB’s CPRO policy and guidelines were still being refined while the program was under Preparation. Managing the changing internal guidelines and expectations while also coordinating virtually (due to COVID-19 restrictions) with Vanuatu, ADB’s Pacific Liaison and Coordination Office, and ADB headquarters added significant pressure.

Basing the reporting requirements on the monitoring systems of the government’s own response plan and providing dedicated assistance for monitoring and evaluation will help reduce the burden of the government in meeting the reporting requirements of massive budget support, pandemic response programs such as the CPRO. Budget support mechanisms are relatively new for the borrower, as most development assistance is delivered as project funding or through technical assistance.

The government has increased its focus on gender equality and has made significant progress on gender data tracking and transparency. Insufficient up-to-date macroeconomic data on government websites, which could hinder timely and effective planning especially during crisis periods, needs to be rectified. The State Statistical Committee (SSC) has numerous macroeconomic indicators on its website. However, in most cases, very recent data are missing. International organizations such as ADB, the IMF and the World Bank release forecasts of macroeconomic indicators for upcoming years, and SSC should consider following the same approach.

Accessibility of healthcare data in Azerbaijan needs to be improved. Reports from the Ministry of Health Care are not publicly available on its website. In addition, the State Agency for Mandatory Health Insurance considers healthcare information to be highly sensitive. Accordingly, this information is not contained on its website. Information related to daily coronavirus infections and vaccinations was released publicly. It would be useful for the agency to disseminate gender, age, and region-disaggregated information to the public.

This enabled the concerned agencies to immediately trigger implementation activities without waiting for a project management office to be set up. The North East Community Restoration and Development implementation structure, including the delegation of responsibility to a provincial project management unit and the inclusion of all stakeholders in the provincial project coordination committee subproject selection process, was effective in implementing restoration activities. It provided a model for coordination between central, provincial, district, divisional, and local government, and encouraged cooperation with other agencies and minimized duplication of agencies' work.

Baseline data are important. During conflicts, data change: infrastructure is destroyed and people are displaced. Monitoring surveys are difficult to conduct because of restricted access. The project management unit failed to expand the management information system to assess subproject impacts, the absence of which made postproject evaluation difficult.

Most contracts were relatively small and within the competence levels of local contractors, especially relevant in the difficult conditions for access and supply that applied during and after the conflicts. Use of local contractors, instead of outside companies, strengthened local ownership and avoided aggravating community and ethnic tensions.
