The technical report on EE was disseminated in several forums (Bangkok and Manila). Based on the TA output, SAEN and the Sustainable Development and Climate Change Department are currently collaborating to publish a technical report on Energy Efficiency in South Asia: Opportunities for Energy Sector Transformation.

A knowledge product was published that summarized the findings and recommendations originated from (i) studies and (ii) consultations with stakeholders. The studies generated new knowledge about Meghna River’s ecological health. The proposed solutions are expected to support an investment of approx. $1.3 billion for Dhaka’s water supply. The key findings of the TA studies were presented at a national seminar which was participated by at least 100 government officials, policy makers, academia, and civil society organizations.

A total of 24 knowledge products were developed during this TA. Examples of successful and effective hand-over projects include the Pacific utilities benchmarking performance work of PRIF to the Pacific Water and Wastewater Association (PWWA) and to the Pacific Power Association (PPA). The 2016 PWWA benchmarking report was released during the Pacific Water conference and Expo in Tonga, August 2016. The report was based on the indicators developed during 2013 PWWA benchmarking exercise supported by PRIF.

Effective transport and logistics planning require a multi-stakeholder approach, particularly in a central hub and trade location such as Urumqi. Therefore, capacity building and knowledge sharing needed to bridge across multiple departments and agencies outside of UCTRC and Urumqi city that usually do not work together or share plans and data. The use of participatory, multi-stakeholder workshops and training sessions enabled the consultants to gain stakeholder feedback and understand the priorities from government departments outside of UCTRC.

The capacity building activities transferred best practices to government agencies, academia, and researchers through trainings, workshops, and field activities. Nine events (Appendix 3) under the TA were organized before and during the TA’s implementation relating to IWRM issues where the total number of participants reached approximately 560 persons from different organizations. ADB should consider to include more training and learning exercises to be included in similar TA projects to provide more opportunities for local experts and consultants to gain first-hand knowledge.

Road safety agenda was not highly prioritized in DOH and understanding of road safety engineering was limited. To enhance efficiency of the developed training program, further strengthening of road safety engineering section and investment prioritization on road safety program are required. Road maintenance program also does not have high profile in DOH, and capacity of potential contractors is limited. Continuous training support is recommended under ADB financed projects, to ensure the sustainability of the TA results.

The TA was successful in delivering knowledge products. One international forum and three workshops were organized to present three sector assessments and wine sector case study. The TA delivered a comprehensive innovation strategy, covering innovation, science and technology with clear roadmap and action plan. The TA also helped conduct an impact assessment, prepare and publish a research paper. The TA also funded a study tour for EIAA staff.

Collaborations with DMCs’ officials through two technical workshops on monitoring short-term economic growth provided forums for knowledge sharing among DMCs and with ADB on how the monitoring is conducted in different places. These activities have proven to be valuable avenues for knowledge_x005F_x0002_building activity that strengthened the capacity of ADB and DMCs to conduct macroeconomic assessment and reinforced the importance of keeping the tool kit up to date to ensure ADB’s relevance and value addition in policy dialogues.
