The absence of a project management unit (PMU) with adequate dedicated full-time qualified staff and decision-making authority militates against the successful implementation of projects. The poor performance of the Punjab National Bank (PNB) in implementing the investment program and the tranche 1 project—even considering the non-envisaged unprecedented institutional challenges—can be attributed to its inability to establish a dedicated PMU with the requisite number of full-time and qualified staff at its headquarters and at all branches, and sufficient decision-making powers to handle day-to-day implementation activities.
