Proactive consultations and policy dialogue with development partners enable the identification and avoidance of potential duplications in technical assistance and other projects. For future similar TA projects, ADB should carefully assess government counterpartss readiness, ownership, and capacity to deliver planned outputs and also request toassign properly authorized representatives in the TA implementation units.
