Partnership is important particularly in TTF, where many development partners have bilateral cooperation with the countries focused on national level implementation. There is a need to make sure coordinated support is provided to ensure consistency and effectiveness with broader multilateral (World Trade Organization and World Customs Organization) and regional (ASEAN) initiatives. Where co-financing is secured, close coordination of the co-financier’s bilateral cooperation needs to be ensured.

High level political commitment and active stakeholder participation is crucial. The Ministers’ decision to meet more often (up to twice a year rather than every three years) proved an effective incentive for countries to deliver the agreed follow up, as officials needed to report positive progress in their respective countries at the ministerial meetings.

This validation notes that the TA on "Early Harvest" Implementation of the Cross-Border Transport and Trade Facilitation in the GMS, was approved on 22 October 2020, with an amount of $1.5 million financed by the United Kingdom Fund for Asia Regional Trade and Connectivity under the Regional Cooperation and Integration Financing Partnership Facility (footnote 19). The TA report indicated that it has been designed to build on the outputs delivered by the present cluster RETA.

The key outputs in GMS TTF involve market liberalization and preferential treatment, e.g. exchange of traffic rights, resulting from negotiations between GMS Transport Ministers. As such, while engaging a lead expert to supervise various inputs to the implementation was effective at a technical level, intensive involvement of ADB staff is still required for policy dialogue at senior and ministerial levels in the GMS countries.

The TA was designed to draw lessons from international case studies and relied heavily on international consultants. Although this has its merits, the importance of being able to localize these case studies to the context of the Urumqi Metropolitan Area, and to have the reports in Chinese was underestimated in the initial design. The inclusion of local technical experts such as university professors may have helped to improve the localization aspects of the design, and improved communication in both Chinese and English.

The multi-stakeholder workshops held as part of this TA were crucial to building support and ownership of the consultant’srecommendations among the diverse group of stakeholders. Recognizing this, the consultants organized additional stakeholder workshops, beyond their initial terms of reference. This has led to likely sustainability of the TA outcome, as the different agencies have adopted recommendations from the report and implementation plans in the 14th FYP.

Effective transport and logistics planning require a multi-stakeholder approach, particularly in a central hub and trade location such as Urumqi. Therefore, capacity building and knowledge sharing needed to bridge across multiple departments and agencies outside of UCTRC and Urumqi city that usually do not work together or share plans and data. The use of participatory, multi-stakeholder workshops and training sessions enabled the consultants to gain stakeholder feedback and understand the priorities from government departments outside of UCTRC.

During implementation, it became clear that the executing agency did not have sufficient influence or authority to be able to effectively gather insights and information from key stakeholders as needed for the TA. The involvement of the DOF was crucial to the TA’s effectiveness. Involving the DOF as executing agency would have likely led to more efficient delivery of the TA. Further, the UCTRC was not familiar with ADB or the purpose of ADB technical assistance.

Relationship building by ADB with the government and other stakeholders and continuity in the team managing the TA are critical components of smooth and successful TA implementation. The TA experienced problems at the onset that continued throughout implementation. There was a lack of teamwork and coordination between ADB, the DRC, and the TA consultants. The TA changed hands five times at ADB due to staff mobility.

The TA would have benefited from having an officially designated implementing agency instead of having assigned the dual, de facto role to the executing agency—particularly one that is situated at the ministerial (State Council) level of government. The DRC, by virtue of its stature and function, would not have the capacity nor expected responsibility to supervise and monitor day-to-day TA activities at the project level. Simply assigning staff from its two departments to work with the TA team may not be the best recourse.

The contracted level of inputs of the consultants were fully utilized, but there were no final reports submitted. It may be worthwhile considering milestone payments instead of time-based contracts to help the TA officer control the progress and quality of deliverables.

Research to inform policy needs to be carefully planned and designed with a realistic scope and precise focus to achieve useful results. Research under Output 3 combined a literature review and internet search with interviews with manufacturing sector organizations in the United States and the European Union. However, the TA team had difficulty obtaining meaningful replies to advance the study. In the TA consultant report, the team acknowledged that they may have asked the wrong questions.

Seeking further synergies with ADB’s Central Asia Regional Economic Cooperation (CAREC) and Greater Mekong Sub-region (GMS) programs can contribute to greener infrastructure development in the region. The TA’s potential to foster regional cooperation integration was not fully explored due to lack of planning and coordination with the CAREC initiatives at the design stage. The project team tried to remedy this shortcoming by conducting a larger final workshop event in December 2018 with the CAREC guests.
