Hands-on involvement of ADB Staff in the conduct of capacity building workshops and documentation allows for rapid learning and upscaling of new technologies being introduced and further developed. The future thinking and foresight activities were implemented by ADB Staff and individual consultants. ADB Staff were ands-on in the conduct of the workshop and the documentation. This facilitated rapid learning and scaling up of future thinking and foresight approaches under other TA projects.

More frequent and direct in-person contact with the executing agency is advisable for future similar endeavors. Despite the adverse work circumstances created by the COVID-19 pandemic, the performance of the consulting firm and its experts was satisfactory. The project team als administered the TA satisfactorily. Nonetheless more frequent, person-to-person interaction is advised in future similar TA.

Joint activities with development partners (DPs), such as collaboration in knowledge products and joint conduct of capacity-building activities, could maximize synergies and resources further. These could build on close coordination and relationships developed by this project among CAREC countries, as well with DPs which the project team strengthened through regular communication and information exchange, and by inviting the DPs to TA workshops and consultation meetings.

Frequent requests for scope changes pose a challenge to smooth and timely TA implementation. The government had been consulted in the design of the TA; however, it made frequent requests to expand or modify the TA scope that, although agreed upon by ADB created a challenge to the smooth implementation and timely delivery of outputs. This contributed to a significant delay in TA completion, from March 2022 to December 2023.

The knowledge team (formerly Knowledge Advisory Services Center) from the former Sustainable Development and Climate Change Department administered the TA and supervised consultants until the TA was transferred to the Partner Funds Division. Managing consultants through external resources should be based on a clear understanding of ADB procedures and guidelines and should be adopted only if necessary.

There are several line ministries involved in property tax management, i.e., national and local tax administration, land management, and judicial agencies. Upfront participation of and effective communications with these stakeholders, alongside increased ownership of TA outputs, are critical to ensure project success and sustainability. This project's completion date was extended twice for a cumulative period of 3 years from the original completion of 31 December 2018. The first extension was until 31 December 2020 for the utilization of loan savings across different subprojects, necessitating a minor change in project scope that could have been shortened had the request for the scope change been made earlier.

Managing implementation during emergency situations requires a flexible and adaptive approach. Amod the COVID-19 pandemic, PMU and PIU systems were based on (i) adjusted work practices, (ii) limited staff movements and restrictions on international and national travel, (iii) changes in consultant resource use and approach, (iv) supplier delays and reduced contractor capacity, and (v) assessments of the impact on implementation timelines, and planning extensions, as required.
