Overall project implementation was impacted by changes in government, although higher education institutions (HEIs) remained a priority for the government. Identification of risks related to unforeseen changes in government would have informed ADB and the project implementation unit of factors that could prevent the achievement of project results.

Two separate loans delivered in sequence may have been preferable and more manageable.

It is important that performance indicators are results-oriented rather than process-oriented. .The performance targets set out in the design and monitoring framework (DMF) were more process- than results oriented in terms of targeting developing systems, and producing reports, assessments, and reviews. The completion of a report or review or assessment, for instance, was judged as an accomplishment. Instead, the indicators should have reflected the actual implementation of the recommendations.

Better due diligence and a more rigorous review of the proposals are needed in future multitranche financing facility programs and projects so that similar major changes will not occur at such a late stage in program preparation.
