A flexible approach to respond to evolving priorities is important in maintaining the relevance of a policy-based loan (PBL) program. At the beginning of this program, further development in the oil and gas sector was a priority. However, during the 8-year program period, the government’s priority shifted to energy transition. Some of the policy actions in subprogram 3 were revised accordingly, in consultation with cofinancing partners, to reflect this development.

It is important to tailor impact indicators to what the project can realistically achieve in relation to wider development goals. Two project impacts selected at inception—(i) an increase in per capita electricity consumption from 2,000 kWh (2013) to 3,000 (2023), and (ii) an increase in annual electricity supply from 6,300 GWh (2013) to 15,000 (2023) cannot be linked directly to an increase in substation capacity and SCADA expansion. As such, no reliable assessment can be made on the project's accomplishment relative to these indicators.

In this case, these lessons suggest that (i) strong government ownership is critical to achieving results; (ii) collaboration with development partners is essential to build consensus for reforms; (iii) continued long-term engagement on reforms, supported by investments, is necessary for sustainability; and (iv) monitoring and evaluation are needed for the effective continuation of reforms.

Adequate consultations with local populations throughout the project cycle are a must especially when land ownership is ambiguous and no outstanding land compensation cases are identified.Local populations forcibly entered the two HPP project sites demanding compensation for historical events, in one of which sites, violence was used. The historical events were not identified by due diligence, which concluded that there were no land acquisition and involuntary resettlement impacts.

ADB and its consultants should review the historical performances and previous challenges of similar projects when preparing implementation schedules at approval. The Tranche 1 project included a highly optimistic implementation schedule. The Tranche 2 project was also overly optimistic, although to a lesser extent. Several challenges in procurement, land acquisition, and construction led to significant delays.

ADB may need to consider greater flexibility to allow an extension of the availability period of loans under the multitranche financing facility, where deemed appropriate. Because of various delays, the investment program's availability period was extended to 10 years and ended on 24 November 2020. Government requests to extend the availability beyond 2020 were declined by ADB.

A simpler project and phased implementation need to be considered in future similar interventions to allow for sufficient time and attention to the design of subprojects and monitoring arrangements. The feasibility study for the Warangoi hydropower plant proposed short-term works (i.e., constructing a river training wall) and long-term works (i.e., further river retraining and diversion) which were contingent on hydraulic modeling. However, the modeling was not carried out despite water stream measurement being a loan covenant.

This was brought to focus by the Waranghoi HPP experience that required prompt action to mitigate overtopping of an intake facility in November 2022.

Stakeholder expectations and reliance on concessional financing have a negative effect on the market upon completion of the project. Until the loan is fully used up, the market seldom finds innovative methods to improve viability without such concessional conditions. Therefore, by design, the project shall encourage the market to evolve and innovate to sustain without any concessional financing.

Despite the market already being available to cater to the project, the TA intervention resulted in a much smoother implementation that may have been difficult without a TA. Such TA components could improve project effectiveness and the good practices introduced would better the overall market. In addition to ensuring robust environmental assessment and management to avoid project delays and operational disruptions, it is imperative to plan for and link mitigation measures such as the installation of bird flight diverters to the commissioning of power lines and financial closure, rather than leaving such measures to be retrofitted after the power lines have become operational. Insufficient attention to forest clearance needs during project design and planning resulted in implementation delays. The quality of the environmental assessments fell short.

The risks posed by conditions for loan effectiveness and disbursements should be carefully assessed and considered in the project timeline. Project implementation was delayed by about 18 months as the conditions for loan effectiveness required the passage of appropriation bills in the National Congress and at least three of four state legislatures. Such projects can provide the required pressure for positive legal changes but can lead to startup delays.
