Better coordination and the Preparation of a consolidated project financial statement for projects being implemented by multiple agencies will facilitate the timely submission of annual project financial statements (APFSs) which in turn will help avoid delays in loan disbursements. In this program, the Preparation by the two EAs of separate annual project financial statements, both audited by an external auditor, created an unnecessary administrative overload for ADB.

It may be necessary for the Government of India to consider directly releasing project funds to executing agencies to avoid delayed reimbursement of project expenses that leads to late payment for example of contractors, which affected the Implementation of all projects under this program.

Closer communication and coordination between ADB and the implementing agencies (IAs) are necessary to ensure timely loan closing. The loan closing took about 21 months. One of the major reasons was that some of the withdrawal application papers submitted by the IAs were incomplete or inconsistent and clarifications or corrections of these took a long time. ADB’s review and clearance on these clarifications was also slow in several cases.

The importance of a focused EA and committed consultants is a valid, but well-known lesson. Another lesson could be: Delays in the completion of TA may not matter so long as there are no cost overruns, and the knowledge produced is of high quality and useful to ongoing and planned operations.

More support was required to individual WSCs and VWSA to better achieve the TA outputs but not through the originally planned support to MOC and MPI. As such, the DMF indicators should have been updated in a timely manner by ADB and the executing agency when TA changes were processed. This would have enabled the TA to correctly capture the benefits and assess whether the TA is meeting its objectives by working with selected WSCs, especially those participating in the Investment Program.

The implementation of the TA depends on many external parameters outside the control of the TA. The main mplementation challenges occurred after the Municipal government changed. It is advisable to elaborate further opportunities to meet the expectations of the main stakeholders involved.
