The actual contract price was lower than the amount estimated because of the inaccuracy of the engineering cost estimate and contingency estimates. Cost savings, however, were effectively utilized through minor changes in the project, further enhancing the achievement of project outcomes and outputs. Eligible expenses should be clarified early on, so as not to delay the project financial closing.

Ensuring the sustainability of project benefits would require serious efforts from the component implementation units (CIUs) to raise funds from various sources. Governments have allocated annual budgets for CIUs to continue post-project operations. But financial sustainability is still a concern, as government allocations are sufficient to cover only routine facility maintenance and supplies and not surveillance, animal and pest outbreak responses, and repair of critical laboratory equipment.

Cultural norms regarding women’s roles in the society and community should be more carefully addressed. Community involvement in implementation—especially women’s engagement—could have been further enhanced through (i) continuous engagement with the shoreline communities, (ii) targeted interventions and mobilization of specialized resources in the PMU, and (iii) consultant team guidance. In this program, the documentation of the communities’ engagement activities was weak; a better mechanism employed to report women’s participation in project activities would have been more productive.

Including ADB financial management staff in project implementation teams will facilitate compliance to ADB financial reporting requirements. the first two annual audited project financial statements was delayed in the absence of complete information. These variations resulted mainly from poor quality of technical designs, with errors and omissions in the construction drawings.
