Engaging an international firm with extensive experience proved to be the best option for this TA which focused on a complex and highly specialized topic. Nevertheless,there will always be an indispensable need for national perspectives and experiences, best provided by national consultants, to inform and be considered in TA analyses and recommendations. Future TA could benefit from increased engagement with local experts, either as individual consultants or as subcontracted members of international consulting firms or TA implementation teams.

The appointment of TA country focals is critical for sustained coordination and to ensure that TA activities remain relevant and responsive to each of the countries' priorities and needs. But in this case, the nature of TA activities required the involvement of other government agencies in each country, such as the ministries of emergency situations, and in particular, the ministries of finance and the ministries of health. Increased engagement with RMs and national experts will be useful to ensure intersectoral coordination in subsequent TAs in this field.

Designation of existing consultants to higher positions and responsibility levels may be explored to fill vacancies during implementation. There were two changes to the team leader position. The first was due to the resignation of the specialist because of an unexpected urgent assignment from his hiring university. The consultant recruited as the replacement team leader was not capable of performing the role. Instead of going through contract termination and recruitment process again, the TA team appointed the national simulation specialist, who had demonstrated strong leadership.

Strong commitment of executing and implementing agencies is instrumental to project success. The project target impact was fully aligned with the government’s high priority for sustainable socioeconomic development. The provincial and local governments listed this project under their priority project pipeline and practical projects for civilian affairs. The provincial and project county and city governments provided full support to the project (policy, technical, financial, institutional, social, environmental, etc.) from preparation through post-implementation.

The One ADB approach to project implementation is an exemplary cooperation modality in ADB. The Central and West Asia Department initiated the TA activities covering all ADB DMCs in the subregion and were strongly supported by the Regional Cooperation and Integration and Trade Division of then Climate Change and Sustainable Development Department and the regional cooperation and integration units of South Asia and Southeast Asia departments in providing inputs, mobilizing DMC participants, and generating financial support.

Stakeholder relationships need to build on established mandates and be insitutionalized to effectively contribute to and ensure project success. The project benefited from local project management offices (PMOs) building effective relationships with key stakeholders in the road safety ecosystem, including traffic police and education bureaus. Although successful, this approach relied on relationships among different agencies to implement a safe system approach without any mandate.

The experience can be repeated in future projects through appropriate institutional measures and project implementation arrangements.

Efforts to train EAS and IAs in ADB procurement procedures will do little in developing institutional procurement capacity with the persistence of staff turnover in these agencies. In this project, frequent turnover of key staff members prevented the training from reaching all those responsible for developing requests for proposals, formulating evaluation criteria, and reviewing bids against the criteria. Consequently, procurement capacity remained low.
