Leveraging regional platforms is essential in ensuring that the knowledge generated from a TA is widely disseminated to the intended users, as it fosters collaboration among various stakeholders and promotes continuous learning across DMCs. Noting the urgency and importance of the Intergovernmental Panel on Climate Change’s (IPCC)) report and its implications, it was appropriate to organize dissemination workshops for ADB Staff (including ADB Board members), and for DMC government officials and civil society organizations, so that mutual understanding could lead to integrated activities.

Hands-on involvement of ADB Staff in the conduct of capacity building workshops and documentation allows for rapid learning and upscaling of new technologies being introduced and further developed. The future thinking and foresight activities were implemented by ADB Staff and individual consultants. ADB Staff were ands-on in the conduct of the workshop and the documentation. This facilitated rapid learning and scaling up of future thinking and foresight approaches under other TA projects.

Establishing robust partnerships with country teams in resident missions is essential for designing capacity-building initiatives with DMCs and for generating buy-in to new approaches to engage with DMCs. ADB can use future thinking and foresight to engage with DMC agencies to develop interdisciplinary scenarios relevant to futures planning. The futures scenarios enable conversations beyond the most preferred futures which are normally described in national development plans.

Depending on the public employment service office , it can take a long time to refer the beneficiaries to employers and during this idle time, some lose interest or can no longer be reached. Minimizing this gap between program completion and placement is important to reduce transition losses.

Programmatic approaches are an appropriate and effective means to address technically challenging development problems that require long gestation periods. In this case, the government piloted and launched a highly effective program to improve the prospects of young and disadvantaged job seekers, and strengthened several existing labor market activation programs as part of a broader education reform agenda. This process covered more than 6 years and the large technical assistance (TA) grants the program attracted were instrumental to its success.

Labor market activation programs, while effective in addressing specific constraints, are not a substitute for sound education policy, quality primary and secondary education, and tertiary education that is both relevant and effective. It is much more difficult to develop, standardize, launch, and institutionalize labor market activation programs as compared to improving the existing education system which already has a nationwide capacity and reach.

Coordinated use of TA is essential to support policy based lending, as this modality on its own is not well positioned to develop or deploy needed capacity. The TA grants funded by the Government of Canada provided the hands-on support necessary to develop policy and operating systems, which was followed by the program to provide the leverage to support the actual rollout of the JobStart Philippines Program (JSP).

A number of institutional issues related to financing TVET were neither fully known nor examined for leveraging sustainable development of the subsector in such a situation. The project should have been accompanied by a broader technical assistance to study and share the findings with the government, including enabling elements necessary for replication and/or upscaling in the PRC.

The design of the stipend program in this initiative followed extensive consultations and technical workshops with technical and vocational education and training (TVET) institutions, as well as development partners active in TVET. As a result of this participatory and collaborative approach, the stipend rate and disbursement mechanisms were widely accepted.

The economic downturn triggered by COVID-19 pandemic presented an unmet opportunity for the project . Additional stipend funds could have enabled the enrollment of unemployed youth in TVET institutions. This would have transformed a period of low economic activity into a skills development opportunity. A recommended strategy is for the borrowing government to earmark funds in an escrow account, ensuring continued disbursement to beneficiaries after project closure by ADB.
