The transition of PWWs into independent corporate entities requires adequate preparation to ensure they have the capacity, technical and financial management skills, and resources for viability and sustainability. To support this transition, the PMU adopted a phased and practical approach, implementing vital actions with training and technical support. The PWWs developed business planning and financial reporting systems and adopted supervisory control and data acquisition systems. The PMU has identified the first PWWs that are considered ready for the next step as a corporate entity.

Efforts to train EAS and IAs in ADB procurement procedures will do little in developing institutional procurement capacity with the persistence of staff turnover in these agencies. In this project, frequent turnover of key staff members prevented the training from reaching all those responsible for developing requests for proposals, formulating evaluation criteria, and reviewing bids against the criteria. Consequently, procurement capacity remained low.

Initial implementation progress under this project was mixed: while output 2 was progressing according to schedule, outputs 1 and 3 were not. At ADB's instance, the implementing agency (IA), the Baise University instituted reforms in the implementation arrangements, with the Vice President of the university replacing the project leading groups.

Gender equality and social inclusion (GESI) mainstreaming in Nepal's Ministry of Public Infrastructure and Transport (MPIT) is challenging. The MPIT developed and approved the guidelines for GESI. However, operationalizing the guidelines in all ministry operations has been challenging, mainly because of the need to orient staff at different levels. The government's budget allocation for mainstreaming GESI ensures strong ownership, but the budget is not adequate for institutionalizing GESI in the transport sector.

Proper location of the project management unit is crucial to smooth implementation. Daily coordination and supervision were initially undertaken across two distant sites: the construction implementation unit (UIP) in East Kalimantan and the project implementation consultant in West Kalimantan. This caused coordination difficulties on implementation issues arising from the field. In 2016, UIP West Kalimantan was made in charge of project management. This improved project management and coordination, making implementation smoother for the rest of the project duration.

The need for proper arrangements to meet customary ceremony requirements, which can cause delays, should be anticipated in future project designs. For example, because a sacred cemetery to the community was identified at the construction site of a project package, a customary ceremony was needed and conducted to meet the local community's religious requirements.

A draft proposal on income restoration and rehabilitation programs need to be prepared along with the safeguard plans to avoid delays in safeguards implementation. In this project, contractors of four packages should have deployed fulltime environmental and occupational safety and health personnel to raise awareness and enforce the safeguard requirements for subcontractors and workers.

Implementation is difficult if the capacities of consultants and executing agency staff fail to match the skill sets required for detailed design and construction of planned works. This issue contributed to the need for contract extension of the national consultants. The project also engaged three individual consultants (hydrologist, hydraulic specialist, and database specialist) to support the newly established Department of Hydrology and River Works and National Flood Forecasting Center.

Executing agency capacity to undertake large and complex irrigation projects can easily be overestimated, and relatively minor issues can delay both startup and/or effectiveness and implementation. In this case, overall implementation was made considerably more complex by the major civil works redesign which impacted procurement and safeguards requirements. Delays in recruiting consultants and getting the Ministry of Economy and Finance to agree to including price revisions in consultants' contract delayed loan effectiveness, in turn startup and implementation.

Opportunities for knowledge exchange and sharing among resident mission staff need to be included in the design of regional projects. Regional cooperation and integration elements were not included in this project. As a result, resident mission staff missed the opportunity to share knowledge and exchange experiences that would have enhanced their capacities.

Projects at completion should ensure that there is clarity of mandates, responsibilities, and performance targets among institutions involved in the operation and maintenance (O&M) of project assets to minimize the risks to the sustainability of project benefits. The project supported the provincial government in clarifying the roles and responsibilities of the different government agencies and the private sector in O&M of the project sub-outputs.
