The TA was designed to draw lessons from international case studies and relied heavily on international consultants. Although this has its merits, the importance of being able to localize these case studies to the context of the Urumqi Metropolitan Area, and to have the reports in Chinese was underestimated in the initial design. The inclusion of local technical experts such as university professors may have helped to improve the localization aspects of the design, and improved communication in both Chinese and English.

Utilization of the same consultant team in supporting processing of a number of maritime projects enabled an efficient means of transferring knowledge on common challenges, such as incorporation of best practices on climate change and disaster resilience into project design. The TA facilitated policy dialogue amongst the DMCs, leading to development of several projects that were incorporated in the respective country partnership strategies.

Road safety requires a multi-disciplinary approach so actions on road safety needs to be taken at country level considering different approaches. Accordingly, the follow up TA (TA 9754: Central Asia Regional Economic Cooperation: Knowledge Sharing and Services in Transport and Transport Facilitation Phase 2) includes more national capacity development events to support DMCs was established and became an integral block of this program.

The training focusing on road safety engineering was aligned to ADB’s operations which led integration of road safety evaluation tools into CAREC road projects and consideration of road safety in the projects. The workshops featured practical trainings in blackspot investigation and road safety audit which was designed to assist road agencies in CAREC countries in providing safer roads.

After the inception mission, the TOR had to be revised to strengthen the assessment of current port operation and propose possible implementation of existing terminals. In future, similar TAs for master planning of the port sector should be designed to cover such diagnosis from the beginning.

As outputs 1 and 2 targeted expressway development across the whole country and mainly focused on capacity building, they can be designed as part of knowledge and support technical assistance to better facilitate the nationwide initiatives and provide relatively long-term training support. For similar studies involving highly political decisions, necessary governance and institutional arrangements should be in place from the onset to improve the chance of sustaining TA outputs.
